There was a change in the baseplate design but we have already drilled holes. Are there any adverse effects on an anchor located near one of these abandoned holes? Should these holes be filled with an epoxy anchor or grout?

Hilti does not have test data regarding the effects of abandoned anchor bolts near a newly installed (mechanical or adhesive) anchor. However, please reference the attached University of Tennessee “Effect of Abandoned Holes on Capacity of Wedge Bolts” study for your review. Page 6 contains a summary of the report findings.
Ultimately, all design decisions are at the discretion of the Engineer of Record (EOR) on the project. The engineer on the project should consider engineering judgment and on-site evaluation to determine suitability for the application.
