Hilti Firestop System No. F-C-2516 - Confirmation

I’m inquiring about the Hilti Firestop System No. F-C-2516. I have an existing warehouse with a new Mezzanine being added. The Mezzanine is enclosed and the Floor has a 3/4-HR Fire Resistance Rating. The walls supporting the mezzanine below also has a 3/4-HR Fire Resistance Rating.
The Mezzanine floor consist of:

NEW FLOOR - 45min FRR

5/8" T&G PLYWOOD SHEATHING
2"x10" WOOD JOISTS @ 16" O.C.
3 1/2" ACOUSTIC BATT INSULATION
5/8" TYPE-X GWB

The DWV (drain, waste and vent) pipe is combustible and penetrates both sides of the rated floor assembly. My Certified Registered Professional and I have reviewed and agree this product meets our requirements, but the assigned Building Inspector thinks otherwise. Could you please confirm that the Hilti Firestop System No. F-C-2516 is acceptable for the combustible piping firestopping for our intended purpose and/or provide us with some additional supporting documents.
