Hilti weld strength increase for Round and Rectangular HSS sections when there is bending moment on the section

Hi,

I have a question about Hilti weld strength increase for Round and Rectangular HSS sections when there is bending moment on the section (refer to highlighted in attachment)
Questions:

1. As per AISC 360-22 the directional strength increase factor does not apply to rectangular HSS shapes. However, Hilti Profis applies the increase factor (0.5 Sin (teta) ^1.5) to the weld strength?

1. How did Hilti justify the fillet weld around a circular pipe is strain compatible to use the increase factor?
