Users would not be able to see who is using the license at that moment, and unfortunately there is no usage log. It is important for all users on the license to log off when done using the license.
The admin can see the list of users under the license and remove/add users when needed.

We understand your frustration, however, as advised earlier, we currently do not have the ability for reporting in the admin portal for PROFIS Engineering. This means that you would not be able to know who would be using the license at the time or have live usage log. It is the customer’s decision to gauge the needs of their company and the number of licenses that might be needed, we are always happy to help.
If you would like to review high level data, please let us know and we can arrange for a meeting to review usage data with the pesales@hilti.com team.

The system was in a state where it appeared all the licenses were in use so I relented and purchased another.
This did not fix the issue. I feel -tricked-
