I am attaching beams to a precast panel that has insulation in the center (see attached picture). I called the HILTI line and they said to ask my question here to see if this is correct or to get the right type of anchor for this situation.

Hilti's anchor testing is conducted in monolithic slabs only and not intermediate layers of base material. It is essential to note that during installation, Hilti adhesive products generate significant heat, the heat might affect the insulation. Another factor to consider, depending on the type of insulation, is the possibility of the adhesive seeping into voids of the layer of insulation. Since we don’t have testing for similar applications, it would be left to your engineering judgement to assess the suitability of a mechanical anchor such as Hilti’s screw anchors.
