Question about Concrete Breakout Parallel to an Edge

I would like clarification on the results of a Profis design. I have a condition with a wall plate installed near a vertical concrete edge. There is infinite edge distance in 3 directions but limited edge distance near the opening. I therefore have shear parallel to an edge only. The output indicates that Case 1 controls the design. Based on Annex D, the loads applied to the anchors nearest the edge in Case 1 should be halved. Why is the factored resistance (Vcbgr) compared to the total factored load (Vfa,g) and not half the total factored load?
