The wall construction is -
4" Brick Veneer
1" Air Space
8" Concrete block

This specific case is outside of Hilti's testing parameters but we do have masonry products that could be considered depending on your loading considerations. One of the most common anchor systems used in masonry is our HIT-HY 270 product used in conjunction with a threaded rod. Please see HIT-HY 270 with Technical Data starting on Page 176 to assess suitability in your application. You can also consult the masonry fastening technical guide excerpt for new code provisions. Full guide can be found here. The approval document for anchoring into masonry ICC-ES ESR 4143 might also be helpful for calculations. Since your application involves multiple layers including a base of CMU, there would need to be few considerations to be considered to ensure adhesive is properly installed. We have seen engineers use a hollow steel tube over the width of the first two layers (brick veneer and void) and insert the threaded rod and adhesive through and into the CMU. This process, however, is an engineering judgement and design considerations vary from case to case. Published data for embedment depth in CMU would need to be followed. Note, we do have other anchor options that could potentially be reviewed as well depending on if your application in grout filled CMU or not.
